Project Scope
Procurement in for NL & BE faced overheated market conditions, making it difficult to obtain three quotes per tender. Limited business involvement and case-by-case tendering restricted long-term supplier partnerships, while conflicting policies (“lowest bid” vs. “lowest life-cycle cost”) added complexity in balancing requirements with local market realities.
Hudicor’s Approach
We provided support in multiple tenders in NL and BE (11 completed in NL to date, 4 more ongoing), and engaged suppliers early in the sourcing process to maximise participation, ensure smooth contracting, and safeguard compliance. We managed exemption approvals when minimum offer requirements could not be met, while still protecting the organisation’s interests; developed the first framework agreement in the Netherlands and assessed additional suppliers for potential qualification; and finally, we initiated work on a supplier performance management framework to drive long-term value and strengthen partnerships.
